You Get What You Pay For
Three thoughts -  
 
I have heard this story almost as many times as the one about the toilet exploding on the staff of a toilet paper promo.  
 
If companies continue to decrease the budget or pay for staff, the quality of staff is going to continue to decline. This is also the case in hiring, if crappy people keep getting jobs, then the good people look elsewhere for work. Our industry is increasingly being viewed more like carnival workers than marketing professionals, and we have no one to blame but ourselves. If you are faking your numbers, throwing away samples, leaving early or any of the rest of it - you are part of the problem. 
 
And finally - I am not making any judgements on anyone's management skills - I am just saying that promo staff only get away with what you let them. Any event is filled with potential replacements for bad staff.
